There have been numerous posts about this already, however I also feel I must post.
I love going to conference. One of the best things about it is that any party member is allowed to attend, and that party members elected by their local party are entitled to vote on our party policy. We truly are a democratic party in this respect, and the only one of the three main parties to do this.
So my hackles were raised on receipt of the following…

IMPORTANT INFORMATION ABOUT YOUR JOINT REGISTRATION
Dear Christopher Mills,
According to our records, you registered jointly to attend both the spring and autumn 2011 conferences earlier this year.
Registration for autumn conference has now opened and you’ll notice some promotional emails over the next few weeks. You have already registered to attend but, due to increased security measures which have had to be put in place since our move into Government, anyone wanting to attend Federal Conference will have to complete a more comprehensive security pass application.
Accordingly, we require you to submit your details online (together with a new photo) to complete your joint registration. Please submit your details by Friday 17 June 2011. Without this information we are unable to process your conference pass.
Please note that you will not be charged again – you have been issued with a discount code that will set the registration fee to zero.
To submit your details:
1 . Go to our registration pages.
2 . Familiarise yourself with the Pass Application Guidelines and Photo Guidelines
3 . Click “Register Now”
4 . Select “Member (Full Week)” from the ATTENDEE TYPE page
5 . At the EXTRAS page, where prompted, enter your unique Joint Member discount code which will set the registration fee on your basket page to zero

CLAIMANT MEMBERS – as you have already provided proof of claimant status before Spring conference, you do not need to submit further proof. Please select “NO” to the “Are you a claimant member?” prompt.

West Midlands Police, in consultation with the Liberal Democrats and the Home Office, has established a security plan for the Party’s Autumn Conference. These measures have been agreed and put into place to ensure, as fully as possible, the safety of everyone attending conference, as well as the residents and employees surrounding the venue.
As a result, all applicants will be required to complete a more comprehensive security pass application. These details will be passed onto the police to carry out their own accreditation procedures. Please note that Police Accreditation will be carried out by Greater Manchester Police on behalf of West Midlands Police.
In the unlikely event that your accreditation is unsuccessful, you will be issued a full refund of your registration fees. The Liberal Democrats will not accept liability for any additional costs incurred by the applicant.
Before you begin the registration process, please ensure you have the following information available:
- Passport Number*
- National Insurance Number* (if you don’t have a Passport number)
- Driving Licence Number* (if you don’t have a Passport or National Insurance number)
- A passport style photo – see Pass Photo Guidelines for more information
*If you do not have any of these documents you may be contacted by Greater Manchester Police before your application is approved. This may delay the registration process and may require you to appear in person at On-site Registration to complete the application process.
Terms & conditions
Please note that all registrations are non-transferable.
Data protection
The submission of the application form does not confer any right upon the applicant to attend the conference and the Liberal Democrats reserve the right to refuse admission.
Your data will be stored in the Liberal Democrats secure conference registration system and will be made available for future conferences to speed up your registration process, in addition to keeping you updated on Party conferences. It may also be used for anonymous statistical analysis.
The information supplied by you will be provided to the relevant Constabulary for storage on a computer system in connection with the policing arrangements for the Party Conference. The information will be retained and/or passed to other police forces in the future to assist with the accreditation of subsequent political conferences only. Details of the data stored may be obtained in accordance with the provisions of the Data Protection Act.
The Liberal Democrats and police will comply with the provisions of the Data Protection Act 1998 at all times with regards to any of your data held.
Deadlines and late application charges
Due to the large volume of applications we process, deadlines will be rigorously adhered to.

Applications correctly completed and received by 29 July will be processed, and, once approved, your conference pass mailed out to you. Applicants who register after 29 July may have to collect their pass in person, on-site at Conference. You will be advised of this process by email.
Cancellation/ Refund Policy
The Liberal Democrats follow a strict refund policy:
- All cancellation requests must be put in writing either by email toconferences@libdems.org.uk or to Registration, Conference & Events Office, Liberal Democrats, 4 Cowley Street, London SW1P 3NB.
- Cancellation requests received up to and including 29 July 2011 will incur a 25% administration charge.
- Any cancellation requests received after 29 July 2011 will not qualify for a refund. The full registration fee will apply.
- In the unlikely event that your application is unsuccessful, you will be issued a full
refund of your registration fees. The Liberal Democrats will not accept liability for any additional costs incurred by the applicant.

Hang on a minute? If I FAIL police accreditation I will be refused admission to conference?
What are the criteria used by the police?
Can you appeal their decision?
We don’t know. We’ve been kept in the dark.
Added to that. Personal information is now being held on file about me by the party. There is no opt out clause so that the information is removed after conference.
That information is shared with the police. Do THEY keep it after the conference? Could that data end up on a memory stick or laptop that is subsequently stolen?
What about those with no passport, driving licence or NI number? It’s not unheard of as we have young people who attend. They may never have been abroad.
What about those who join the party under a different name for whatever reason than their official name?
Quite simply for a party that is supposed to be about transparency, fairness and civil liberties this is the most unfair, opaque and illiberal process you could make us go through.
I’ll leave you with a quote from Benjamin Franklin which sums up my position in a nutshell.
“They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.”
